Mission Statement

In accordance with the mission and policy set by the Mayor and City Commissioners, the City Attorney's Office advances, advocates, and safeguards the interest of the City of Brownsville, aligned with applicable laws. Our proactive approach to legal advocacy provides timely, cost-efficient, quality legal services to support the City Commission, City Manager, city staff, and city-created entities.

About the City Attorney’s Office

The Office of the City Attorney is dedicated to providing first-rate legal services to the City. The City Attorney is appointed by and holds office at the pleasure of the City Commission. The City Attorney is the chief legal advisor of, and attorney and counsel for, the City and all officers and departments. The City Attorney's Office oversees legal services for the City, its boards, committees, commissions, or other City commissioned entities for the purposes of accomplishing common goals of eliminating duplication of services, creating administrative efficiency, providing for joint legal service efforts and ensuring the quality of legal service to the citizens at the lowest cost in terms of fees and tax rates.

The Office of the City Attorney does not provide legal advice to members of the public.

Municipal Prosecution

The Prosecutor may be contacted directly at [email protected] or by contacting the municipal court paralegal for matters related to prosecutions within the municipal court, such as plea agreements, meetings with the prosecutor, or discovery questions.

 Civil Litigation

The City’s Civil Litigation division may be reached at [email protected]. PLEASE NOTE THAT THE CITY ATTORNEY’S OFFICE WILL NOT ACCEPT SERVICE FOR THE CITY OR ITS OFFICIALS AND EMPLOYEES BY EMAIL UNLESS OTHERWISE AGREED TO IN WRITING BY THE CITY ATTORNEY.

Open Government

The Office of the City Attorney (OCA) believes it should provide governance of the City at the highest level of integrity while maintaining a commitment to top-notch customer service. One of the OCA's vehicles to deliver excellent services to the City is the department's division titled City's Openness, Responsibility, and Ethics Division or “CORE”. One service of this division is offering inter-disciplinary information, training, and advice on ethical issues related to City ordinances, and state and federal statutes, as well as providing compliance support. CORE also handles requests under the Texas Public Information Act while providing the requisite guidance and education to City staff, boards and commissions, and elected officials. Intended to serve educational purposes and ensure government transparency, the division does not conduct personnel or fraud investigations nor give advice to members of the public. Depending on the matter, the City Auditor's Office or the Human Resources Department handles investigative and disciplinary action for City employees.
